Fredrick is a native of South Georgia and is the Founder and President of the Hicks Evaluation Group (HEG), a consulting firm that specializes in communications, consulting and public affairs. The firm has provided consulting services to numerous clients in Florida and Georgia since its creation in 2006. 

Locally, Fredrick has served as an advisor to Mayor Joe Lockwood (City of Milton), Mayor Tonya Peterson Anderson (Lithonia), Atlanta City Council President Ceasar Mitchell, Clayton County Legislative Delegation Chair Roberta Abdul-Salaam among others, including city councilmembers and judges.  He is active in the local community, serving on the Governmental and Legislative Affairs Board of the Atlanta Urban League, a member of the Just Transit Committee and a volunteer youth sports coach.  He is also a member of the 100 Black Men of Tallahassee, Fl.

Fredrick also served as an Adjunct Professor in the College of Education at Florida A&amp;M University.  Prior to founding his firm, Fredrick served as a Process Improvement Coordinator and state wide Data and Evaluation Manager for the State of Florida, where he supervised 500 employees statewide.  He also worked at Florida State University as the Service Learning Coordinator and taught at George C. Wallace Community College in Dothan, Alabama.<br> <br>Fredrick received his BA from Clayton State University in 1999.  He received a Master&#39;s Degree in International Affairs with a focus on Demography and a Doctoral level certificate in Educational Planning, Evaluation and Policy Analysis from Florida State University on his way to becoming a doctoral candidate.
