Fulton School Board Takes First Look at FY2014 Budget

The proposed $836.5 million budget reflects a small decrease from last year, but still increases salaries.

At its April meeting, the Fulton County Board of Education took its first look at the school system’s general fund operating budget for the 2013-2014 school year. The $836.5 million budget proposed by Superintendent Robert Avossa reflects a .6% decrease from last year and no increase in millage property taxes, yet includes a 3 percent salary increase for employees and a 10 percent increase in academic and athletic supplements. Fulton County Schools adopted a new budgeting approach this year that closely aligns funding needs with the district’s priorities. The proposed FY2014 budget was developed using a process called “modified zero-based budgeting,” which requires that the budget be developed from the bottom up and based on demonstrated …

Should Congress Be Denied Paychecks Until They Pass a Budget?

The U.S. House of Representatives approved the "No Budget, No Pay" bill that also extended the nation's debt ceiling for another three months.

The U.S. House of Representatives passed the "No Budget, No Pay Act," which would require Congress to pass a budget to continue getting their own paychecks. Rep. Tom Price, R-6th District, Georgia, said in a news release today that passage of H.R. 325 shows the urgency of the nation's financial problems. “It has been 1,365 days since the U.S. Senate last passed a budget. If families and businesses must adhere to a budget, why shouldn’t the U.S. government? House Republicans have done our job year after year – putting forth a bold, responsible plan to correct the nation’s fiscal course. We will do so again this year with a plan that will come to balance within 10 years," the Roswell Republican said.  “By passing ‘No Budget, No Pay’ today we…

Fulton School Board Approves Tentative Budget

No furlough days or class size increases in next year's budget.

The Fulton County Board of Education gave tentative approval on May 17 to a $1.1 billion total operating budget for the 2012-13 school year.  Instruction – at nearly 68 percent of the general fund – remains the largest allocation of the budget, with the remaining 32 percent budgeted for pupil transportation, maintenance and operations, and other administrative functions.  Decreased state and federal funding coupled with an increase in local fair share funding have made funds tighter for school systems, and in response, Fulton tightened its belt over the past several years and implemented cost-saving measures, such as increased class sizes. However, the fiscal year 2013 proposed budget keeps class sizes the same. The proposed budget also …

Milton Council Takes First Look at $17.39M Budget

Relatively flat revenue has City Manager Chris Lagerbloom and staff working to keep the budget balanced.

All the Milton City Council did Monday night, Aug. 22, was talk, but it was important as the members took their first look at a proposed budget for the next fiscal year. Estimated revenue in the budget was $17.4 million according to the budget presentation document posted on the city's Web site. "That is down over last year, but not terribly much," said City Manager Chris Lagerbloom. He said he'd almost consider it relatively flat over last year. "There's also not a substantial decrease that many governments are facing," he said. Department heads were asked to consider how they would handle 5, 7 and 10 percent budget cuts if they became necessary. Lagerbloom said that doesn't mean the city anticipates budget cuts, but it will help …

No Furloughs, Few Funding Increases in Fulton Schools Budget

School board approves budget for 2011-12 year.

While Fulton County Schools' budget for the new school year includes no teacher furloughs, it also provides few program funding increases. In a unanimous vote, the school board gave final approval on Tuesday to an $819.5 million general fund budget for the 2011-12 school year. The budget provides funding for an anticipated 1,600 additional students and the teachers and support staff needed to accommodate the growth. It also does not include any furlough days for employees, and if the proposed millage rate is approved, there will be no property tax increase for most homeowners.  “This budget is an indication that the state and local financial landscape is improving,” said Robert Avossa, superintendent of the Fulton County School System, in …
