The City Council on a split vote rejected an apartment zoning request by Crescent Resources.
The Milton City Council split in a vote on a Deerfield Parkway apartment rezoning, with the 4-3 vote denying the 256-unit apartment complex application. Council members opposed to the rezoning didn't want the city to lose what little commercial property that is left for development. Only 114 acres of property would remain that would allow uses such as retail and office if the 21-acre property had been rezoned for the residential use. The property is located on Deerfield Parkway next door to the office park where City Hall can be found, and is across the street from a Verizon Wireless office building. Alpharetta already has two "growler" stores announced, and the sale of draft beer in a sealed, big glass jug will become a regular occurrence. On Monday at 6 p.m., June 18, Milton City Council will decide if it wants to put the issue on a future agenda for possible adoption. Growlers can't be sold in restaurants. Stores selling growlers must have a package beer sales license. A recently adopted state law allows cities to amend their alcoholic beverages ordinance to authorize growler sales, making it a city-by-city decision. Staff and Milton's Planning Commission have recommended approval for the Deerfield Parkway rezoning request, which is expected to be put on a future City Council agenda by a vote tonight.
While Alpharetta continues to reject most apartment zoning applications, Milton City Council gets its first look at a 256-unit apartment development that has its staff's recommendation for approval. The developer wants to change the land use from office to high-density residential on property along Westside Parkway just north of Avalon.
A developer wants to build 300 apartments off Westside Parkway just north of Webb Bridge Road – and the recently approved Avalon project. The application is scheduled before the Alpharetta Planning Commission on Thursday, May 3, at 7:30 p.m. at City Hall. Community Development Director Diana Wheeler said the developer has been told about the city's goal of 85 percent for sale to 15 percent for rent residential ratio. Avalon was approved after North American Properties told Alpharetta City Council it had an agreement with a developer who had vested rights to apartment units to swap them for commercial property use. Alpharetta City Council would have to approve any transfer of development rights–in this case apartments–so North American Properties has no guarantees for its development.
Since Alpharetta doesn't have an ordinance on its books that allows for transferring development rights, North American Properties would have no guarantees that it could get rights to apartments from another site. The city's Planning Commission recommended this as the way the developer could build its mixed-use Avalon project at the former Prospect Park site and still keep the 250 rental units above retail shops it says are critical. After nearly five years of preparation, a first approval in March and four hours of discussion both for and against the Groveway community hybrid form-based code, Roswell City Council passed the locally unprecedented ordinance Monday night. Avalon's developers say 'don't call them apartments,' but that's exactly what the rental housing in the mixed-use proposal is considered by the city.
Alpharetta's Planning Commission has scheduled a work session tonight, March 26, for the sole purpose of discussing the Avalon development proposal. The meeting will be held at Alpharetta City Hall immediately after a short City Council public hearing. The commission had tabled North American Properties' application for a master plan amendment during its March 1 meeting.
