The hard part, since they use shell companies and shell numbers, is proving who it is. First start with 1-800 notes and then once you have suspicion that a certain set of numbers are all related, then use a reverse look up service to find the owners of the line. Then you need to check the business name database in that state for both DBA (doing business as) and registered business names to find who their parent company is and then you should be able to trace that all back to the same company.
