Roswell Police Chief Dwayne Orrick on Administrative Leave, Resignation Pending
The city will not discuss the reason behind Orrick's departure.
Nearly three months shy of his two year anniversary with the city, Roswell Police Chief Dwayne Orrick is no longer with the Roswell Police Department, according to city officials.
Orrick was put on administrative leave with pay, pending his resignation on Wednesday, Oct. 31, Roswell Spokeswoman Julie Brechbill told Roswell Patch Thursday morning.
"The city does not discuss personnel issues with the media," she wrote in an e-mail.
Roswell Patch has reached out to Orrick for a comment. Will update this story when he returns the call.

FYI, Chief Orrick was not even a city employee when the City of Roswell's police department was harassing Andrew Wordes aka the chickenman. Besides that was orchestrated at a much higher level than the police department.

He may not have been chief during the harassment but was certainly the chief during the eviction!! I wrote to this chief and received a terse, flip reply. There would certainly be some level of justice, small as it is, for Andy. Good riddance to bad rubbish!!

Not sure if it was specifically Chief Orricks doing, but the RPD could certainly use some cleaning up. Lets hope the next chief thinks more of its citizens than to harass them at every opportunity.

Agreed! There is one particular office that I know of who was VERY aggressive with me on a previous Youth Day parade... He screamed at me repeatedly, hit my car and had to be pulled away by another officer. I sent in a complaint and was even VERY detailed on my survey to the Police Department and never hear word one. Now, I see him all the time at events with kids and it gives me huge anxiety. They need to do something. This was my own personal experience. I wonder how many others are out there.

Adriana, if you don't mind could you provide the name of the officer and the date this happened? I'm compiling a list of all the aggression and using this to help with the review board. Every time I mention it, so many more people come forward. I don't pay my taxes to have the RPD harass the residents.

It's a good thing Roswell doesn't comment on personnel matters - otherwise they'd be working a 24-hour day to explain all the undermining and plotting they've done under Wood's administration. Wasn't Orrick the Golden Boy of Kay Love? SHE needs to go. Ditto the city council. Maybe the Patch can do some digging to find out just how many law suits and EEOC complaints have been filed against the City in the past 2 or 3 years. Or interview some former employees who are free to talk about what really goes on at city hall. If the council had any guts they would fire Kay Love - and possibly the HR Director. When an employer has as many personnel problems as Roswell appears to have, something is wrong. and it's usually at the top management.

I've been working to try to get at least one non-police member on the conduct review board. Currently, they review themselves which is why there is so much thuggery. Not meeting with a lot of success but still trying.

Thomas Shelton and I have REPEATEDLY approached Roswell city council and formally requested that citizens be added to the Police Conduct review board. Each time, the mayor and council have responded by saying, "the process is working just fine." Mayor Wood even went so far as to publicly ridicule the idea by saying, "We have several Roswell citizens on the police conduct review board. They all happen to be police officers!" Are you kidding?
I'm going to write more on this issue. Thomas and I have publicly lobbied City Council and I have formally testified before the police commission on this issue. Each time we get the same response: 'Nothing to see here folks. Everything is working just fine.'

The best thing to do is get rid of Jere Wood. He is more interested in bike trails than and grabbing money than stopping crime. Time for mr Orleans to depart the city council. He is a do nothing councilman who wants nothing more than build his ego.

The Mr. Orleans that I know has no such ego whatsoever (Wow!) Shocking statement about Mr. Orleans. Maybe you had 1 run in with him but he's not that kind of man.
Jere Woods has done fairly well as Mayor of Roswell we cannot all agree on every single matter, but overall he's done well. Though he certainly needs to have a strong back to deal those vultures like Kay Love & some Council members who desire and envy the power his position holds and will do ANYTHING to have it.

Open records query of the Chief’s personnel file indicates there were no reprimands or commendations.
He had a six-month, one year, and 18-month evaluation. The last two evaluations he “met expectations".
Superior's only negative comments focused on his lack of communication of goals and expectations to the rank and file in the department.
There was no bombshell or smoking gun. Hum?

Petty Politicians and bureaucrats don't need any concrete reason to fire people. Just p*ss one of them off, and you get fired. Everything is PERSONAL when you're dealing with low caliber people like Love and the council. Roswell is so small town.

Roswell politics starts with the mayor and a couple of the councilman, cutting deals behind closed doors. Kay Love had no business looking for a police chief. I have lived in Roswell since 1970 I have watched city government go in the can. I pay for storm drains I have no storm drains on my street. I was transferred out of town for 6 months. No garbage but City of Roswell made me pay for garbage pick ups. The city of Roswell are nothing but money grabbing jerks. Looking to get out ASAP.

I have known Dwayne Orrick for close to 20 years & worked for him several years. He is a genuinly a good person & an even better police chief. He made a number of improvements in the Cordele Police Department. I read where someone referred to him as a country bumpkin, he is far from that. It sounds like he may have stepped on someone's toes. Maybe the citizens of Roswell need to do some house cleaning and vote everyone they can out of office.

Hey Michele you must be related to Orrick because you'll be hard pressed to find others that share your opinion. Orrick was lost from day one and was propped up, backed up and covered up by Kay love. His incompetents was only matched by his lack of self confidence which he mask with back room politics. were people who voiced a difference of opinion were targeted for career suicide. You want to really know what went on at the RPD and Orricks cronies who carried out his revenge, hidden agendas and morale killing policies then just ask the people who work there and use to work there but be prepared for your head to spin off your shoulder when the truth is spoken ...This isn't for the squeamish. No I'm definitely not related to him. I can only speak on what I know from knowing & working for him prior to Roswell. If it's been that bad there then Roswell citizens need to clean house beginning with the city government.

Like I said earlier - the endless personnel problems start at the TOP. That means the incompetent Kay Love and all the giddy-with-power council people who seek public office for the (relatively) petty power and the chance to get their ugly mugs in the paper when they attend various functions (celebrity wannabes). There aren't any real THINKERS among them (including Love) and even though they take an oath of office to uphold the US Constitution, I doubt that any of them have ever read that document. Insecure people make dangerous politicians. Roswell should've cleaned house a long time ago. JUSTICE FOR ALL is right - if you talk to former employees (not just PD), you'll be flabbergasted at the stories you'll hear about back-stabbing, framing employees, targeting employees because of personal dislike or because an employee filed a legitimate complaint against a supervisor, etc. etc. etc. Roswell has a small group of "managers" who make the job their identity because such people are empty inside. They need to get a life. But now that the dirt is being exposed, why not vote all these losers out of office and fire Kay Love? Then start firing some of the top managers who are a big part of the problem. BTW, Lee Fleck, who was the finance dept manager who got fired and why ?

Yes she was FIRED, not asked to resign she had no choice, just like Orrick and just like the last Deputy of Finance was given a choice to resign OR get fired.
That's how Kay gets away without tarnishing her reputation-she gives you an ultimatum and it's always the same...resign with some bait attached to it or get fired. Either way YOU ARE FIRED!

The city of Roswell creates an illusion of fairness and most of its employees are young, happy to have a job, and are basically sheep who follow and see what the uppers want them to see...It's the same with the general public they go to work, and go home to there families an see the illusions city government wants them to see...Theses guys can NOT continue to investigate themselves! ! There needs to be a independent review board
made up of citizens and lower ranking
employes with real investigative power. The employees need representation when they have an issue or come forward as a whisle blower not have things swept under the carpet then labled as trouble and targeted for career assignation ...The head of HR answers to Kay Love and nothing happens without her approval so employ complaints go no where aginst superiors. Until citizens unite and flood counsel meetings, email, and call city hall demanding answers nothing will change...Only two things their scared of and that's the news media and its citizens demanding answers ....Remember, Kay Love personally hired Orrick, the head of finance(past) and head of IT department and all three where in shambles before thet acted to remove them...Head(female) of IT may still be there...
Don't get me wrong Roswell has some great employees but unfortunately they aren't in charge...

What you dont know is that it took Kay Love 3 years to remove the head of finance and that was because it was in such shambles she couldnt look the other way any longer without jeopardizing her own job...City hall employees state it was obvious to all that 3 weeks after Love hired the head of finance she was over her head
And the whole department went down hill fast from that point forward...Love has difficulty owning up to bad decisions and cutting her losses and we all suffer for it..

School me on what Justice? The point is that the local papers wouldn't dare make a negative comment about the city council or city employees. There's too much money at stake for them (your money) and there's relatively recent history to show what happens when a paper just tells the truth, let alone criticizes.

I for one would love to see any of the local papers actually do some reporting. Has anyone seen any thoughtful review of the upcoming bond or the recent water plant vote? Does anyone expect to read here what actually happened regarding the police chief? Could be I've missed it, but I'm not hopeful.

The city council really fears this guy because Mike realizes that Roswell is proving to be very fertile ground for stories about corrupt government. You guys have no clue what you're talking about! Chief Orrick was cleaning house inside the department and he is overly qualified to run the department. Way more that the last dim whit they had as Chief. Since Orrick has been in office he's gotten rid of a Capt. and LT. who treated the Officers poorly, another LT who screwed up everything he touched, a SGT who's only goal was to stab all his coworkers in the back, and a few Officers. You wonder why the Officers were so aggressive and hostile? It's because they were being led by Supervisors who treated them and everyone else this way. Orrick was in the process of fixing the "problems" starting at the top. This may be what led to his forced resignation. I'll bet you everything I own that if you interview all the Officers at the Police Department, 80-90% want Orrick back on the job. Mr. Fleck, I know you're usually on top of things happening within the City Gov., why don't you look into that and prove me right. Everything I own!

Orrick was there nearly two years and got decent evaluations. Thirty days after the new Deputy Chief is hired, Orrick is gone. Somewhere in those 30 days lies the answers. A resignation with only a days' notice suggests a much bigger story will come out, and he bailed before they could fire him.

All birds usually come to roost and Orrick only got what he has dished out to others in the past. The comments above come from individuals I'm sure mean well but some do not know Orrick prior to his arrival in Roswell. In The AJC he blasted officers from Cordele he accused of committing criminal acts but he neither conducted, initiated or ordered an investigation but yet he stayed there 16 years which was 15 1/2 too many. Before you judge your elected officials you should do a little background on the subject. At least Roswell was smarter than Cordele.

I have known Chief Dwayne Orrick for more than 25 years and know him to be one of best educated (Bachelor's and Master's Degrees from the University of Georgia), experienced and respected chiefs in our nation. Before Chief Orrick, Chief Ed Williams served as chief of Roswell for about 16 years. Before Chief Williams, it was Chief King. All three were outstanding chiefs. Highly respected chiefs with tremendous integrity. The average employment for a police chief in Georgia is about two and one-half years. The citizens of Roswell lost an outstanding chief.
