Fulton Science Academy's Probe Disputes School System's Audit Report
The charter middle school's board of governors took issue with the school system's report.
CORRECTION: A reference to Fulton County on immigration services was reversed, and has been corrected in the copy below.
Fulton Science Academy Middle School effectively won't exist after Saturday, when its charter with the Fulton County School System expires. But its board of governors responded today, June 28, to an audit report's findings with its own investigative report.
GlassRatner, a national specialty advisory services firm headquartered in Atlanta, performed an investigation into the audit report written by IAG Forensics, and it took issue with much of the report.
"Many of the alleged findings in the IAG Report are flawed, unsupported and inaccurate and the IAG Report failed to make factual findings based on actual data and evidence," the report's summary said.
GlassRatner's report said the inaccuracies stem from:
a. Inappropriate reliance on incomplete information;
b. Failure to disclose relevant information about certain events and transactions that show the practices of FSAMS are consistent with FCS schools;
c. An apparent fundamental lack of knowledge of the difference between Student Activity Funds vs. local/state tax dollars used for international field trips and the purchase of school uniforms; and
d. The substitution of unsupported assumptions instead of factual evidence.
GlassRatner went so far as to say this "raises a concern of competence and objectivity by the audit team members including members of the FCS Internal Audit Department."
Fulton County was accused of deviating from its own internal audit process by not holding an exit conference with Fulton Science Academy. Superintendent Robert Avossa's assertion of “Poor record and bookkeeping” was directly contradicted by the findings in the IAG report, which stated the books and records were well maintained and organized using methods to maintain vendor invoices that were consistent with other FCS schools.
Auditors made assumptions about unidentified individuals who participated in international trips, calling them security risks, when asking the school would have revealed all adult participants were either teachers, parents or guardians of the children who made the trips, GlassRatner's report said.
In questioning the immigration status of individuals and the funds the school used to support teachers and their families, the IAG report ignored the Fulton School System's own policy that does the same thing. Fulton County differed in using an independent service to help the staff.
As far as the $18.9 million bond issue and its accounting, GlassRatner also said failing to hold an exit interview left the IAG report coming to the wrong conclusions. One source has said the bond issue has been called, which would force Fulton Science Academy to repay the entire issue, including the nearly $6 million already spent on land and pre-construction work such as grading and design.
"The IAG Report findings in connection with the alleged bond issues are non-issues and were a result of the auditors’ failure to perform appropriate audit process procedures," GlassRatner's report said.
The Fulton School System has been asked for comment on this response, and this story will be updated if any is made.

So let me get this straight. Superintendent Avossa used my tax dollars to audit a school that was already closing. It was reported a couple of weeks ago that IAG broke FERPA privacy laws by publishing children’s names in this report(paid for by my taxes)! IAG issues a report that is basically garbage (using my tax dollars). Anyway, an independent and nationally recognized auditor goes on record saying that the IAG report (paid for by my tax dollars) is completely inaccurate, biased, and breaks CPA ethics laws. Superintendent Avossa personal report to the school board about IAG’s report is also inaccurate and appears to be misleading the board members. Superintendent Avossa is now paying for (with more of my tax dollars) these same IAG clowns to audit two other FSA schools. Really? It appears that Superintendent Avossa must not have read the report from IAG or else he never would have allowed this apparent piece of garbage to be released. He has now made himself and the Fulton County School Board members look like fools because they obviously didn’t read the report either because 1) they would not have allowed it to be released..and 2) they would have realized that Superintendent Avossa’s report to them was just as inaccurate. I hope the board members take the appropriate action to ask for Avossa’s resignation for this “egregious” act of wasting my tax dollars, misleading the board members, and being negligent in his duties (not to mention breaking FERPA laws).

Strange thing is why would the Gulen Movement care about little ole Fulton Science Academy if this was not a Gulenist operated school?

IAG never broke privacy laws. It was Fulton Science Academy who released the children's name without prior consent. Further more, FSA, Istanbul center, Grace Institute have EXPLOITED your children's names MANY TIMES to promote their agenda/school. Here is one interview at the SE Turkish Olympiads. Mark, no it wasn't - the school didn't receive the audit report until the news media brought it to the school and asked us to comment on it. Fulton County released it without letting us look at it first or the student names would have been omitted. They were too eager to make the school look bad and it doing so violated FERPA laws. Anyone with any common sense would know that FSA wouldn't release a report like that...

And another thing - for Turkish Olympiad or other school related purposes, parents sign a waiver allowing their child's name to be used to promote the school (I believe all schools do this). If the parent doesn't, then they don't use that student's name or image, but it is allowed with parental consent. FCSS didn't get parental consent to have their children's names listed in an audit that was made public.

Jen. Did you actually expect the board to read anything? Don't you remember the report on the child abuse at Hopewell Middle School which showed that multiple children were abused. The Fulton County School Board members were asked why they didn't alert the other parents that the report uncovered that their children were also abused at the school (which is a law I think). Those parents could have protected their children if the board members had notified them. Linda Schultz's only response was that she "didn't read the report".....unbelievable....she found out after it was on the news...amazing. Maybe she needs to resign as well.

You miss the point, your school is shut down as of tomorrow and your children's names were out on the internet months ago for your association with the school. Compliments of the over exaggerated PR of the school.
Anyone can readily access Utube, Online newsarticles exploiting your children's names at the hands of FSA. Your defense will never wash. Those lawyers are only taking your retainer and giving you false hopes. It would have been smarter if you used the money for your "audit" and the "attorney" and put it toward your defaulted loan or your new private school.
Instead you create more drama and scandals upon your school. Your attempts to clear your name will only make it worse as more truth comes out.

Julie, I completely agree! in fact, Linda Schult is up for re-election on July 31st. I think Fulton County residents, whether they have children in school or not, should go out and vote for the person running against her. She, obviously, does not have the best interest of the students of Fulton County in mind when she makes any decisions. And rememer, it was OUR Fulton County Board members who chose Robert Avossa as superintendent. He is not an elected official, but the board members are. Let's make our voices heard and make some changes on the Fulton County school board on July 31st!

Yes, they (the Board and Avossa whom they hired) have not acted in the best interest of the taxpayers in many ways, among them:
1.) Closing a school that had a waiting list greater than the number of students enrolled there,
2.) Using taxpayer money to perform an audit on a school it has already denied a charter to,
3.) Performing audits on sister schools despite the inaccuracies of the first one,
4.) Lying about the purpose of the audit to the taxpayers on TV (Avossa changed his mind several times but eventually said ON AIR that it was to monitor assets as FSA changes to a private school. A complete fallacy since the audit began in February and FSA didn't decide to go private until MAY),
5.) Denying some taxpayers the right to attend the meeting where they denied the charter (and violating federal occupancy laws in the process) in December,
6.) Violating FERPA laws by releasing students' names in the audit report.

It seems to me that Avossa and the entire Board that hired him need to go - this group has absolutely no accountability to government officials and they have been abusing their powers unchecked. It is no secret that this group lobbies heavily with local academia, politicians and media (failing) their contributions to local campaigns across the USA is obscene. Not only campaign contributions $$ but trips to Turkey and fake awards for whatever. In Georgia you handed out more awards for their contribution to education but it still didn't work for your school did it?
This is not a big secret the amount of money given to politicians by this group. Too bad it never affords them any sort of favoritism. Especially that $25,000 your friends tried to pay to school executive in Louisana (Folwell Dunbar) shame on you.
The next step in your agenda is suing the school districts. Chesapeak Sciene Point in Maryland is suing the Anne Arundal County because they believe they should not have to operate according to American law. In Texas, they are joining with the Texas Charter Association to get their hands on public school's facility construction money. There is rumors that FSA will try to sue Fulton County and the failed Knoxville Charter Academy is desperate to have a meeting with the STate of Tennessee on July 23rd, no doubt with a paid legal counsel that is just there to steal more taxpayers money and again............no results.
Where are you Emma? Your school is still no farther ahead. If other parents have to pay a private tuition what makes you think you should not have to?

He did work at your sister schools in Ohio, then was promoted (giggle snicker) to the Quest Academy in Peoria, IL as the principal. Did he legaly change his name with the school disrict? Isnt' it a bit strange that someone who is trying to hide their tracks with a new name has not registered this with the school district?

So for those of us who just wanted the best public education for our Middle School kids, exactly how are we responsible? Around a 1,000 parents were just like you, taxpayers who see Fulton County spending over a BILLION dollars a year in taxpaey Money. A lot of folks think they deliver a mostly lousy product. FSA MS at the time, was seen as a much better ROI on taxpayer money.
So as you suggested I sent my kids back to private school.I am using my own funds....and a lot of them.
Being tarred by a broad brush that blames the parents is like blaming taxpayers for wasted government spending.

Truthseeker is correct.
The school is by no means an innocent victim. But they are clever with how they have gotten a few of the remaining parents to take the bullets for their swindling, corrupt and lying practices. They even convinced these poor parents that somehow IAG breached privacy of their children when it was in fact FSA who unethically released the names of their children as they have many, many times before in an attempt to promote their mediocre school.
Fulton Science Academy has had issues from the get go, 10 years ago they struggled with a principal who was a tyrannt and questions raised by parents about funds. They are patient people, they know that in time, people might forget about their problems and a new set of parents come around.
Bottom line this group of remaining American parents loyal to this mediocre school have been snow jobbed into believing all the awards, Public Relations, Turkish Olympiads, Science Olympiads, etc., are something special and that their child is somehow now performing where they didn't before.
Gotta hand it to HIzmet they are very media savvy and know how to slam online boards, voting and promote their schools. But the one thing they are forgetting is they will not win their school back or their reputation back by commenting on boards.
No debate is ever won via comment boards. But nice try.

I agree Bob, and this person keeps calling it a Gulen school with providing any proof. So what if their website posts something about the school? So did the NY Times and you don't see him/her posting saying we must have ties to the NY Times... They're Turkish, the people running our school are Turkish, so what - not every Turkish person is a Gulenist - matter of fact many aren't. Until he/she can prove financial ties, his/her claims mean nothing. And since that's what Fulton tried to do and couldn't (and neither did any of the other audits that occurred over 10 years), I doubt he/she can either.

Bob, Hocaefendi rarely says anything in public. However he does give weekly sermons to his followers who operate that website in his name.
With the Abramson Science And Technology School in Louisana that was closed, they did the same thing. Even attacking the journalists for reporting the events ....by name and outing the American teachers (by name) for reporting the many abuses to the school district.
This is by no means the first time this group has seen controversy with their schools and it is reported in Gulen operated media. Which by the way they are the biggest abusers of freedom of speech in Turkey (even over Russia and China) Many journalists still sit in jail for daring to write about the Imam Ordusu and how they have inflitrated: education, politics, media, police, judicary system and now the military. The same methods they are trying worldwide.
They are skilled liars, and taught this strategic ambuity from an early age as the majority are graduates of Gulen schools in Turkey. Sadly they have been seperated from their families at an early age and learn only one thing--expansion of the movement.
It would be interesting to find out if their blueprint plans of their failed proposed school included Dorm rooms for bringing in international students (at American taxpayers expense) many of their schools have slipped this in without permission.
Sadly, this movement doesn't believe they need permission from anyone because they are above the law.

Karen, can you even open your eyes a little? It must be difficult living in the dark while shouting at others who try and turn the lights on. Mark is not the one who was an unwilling to comply, obstructionist in providing NUMEROUS people/agencies/auditors information they were seeking about how FSMS was operating. That was and continues to be the people running (ruining) your school.
Mark while not pleasant, provides an enormous amount of knowledge and insight into just who these people are. Why are the Gulenist's even aware of FSA? Why is there ANY information on their website about FSA? Why would anyone in Turkey be talking about, promoting, fighting for an AMERICAN taxpayer funded charter school?????? Well, we no longer have to care. They can now either be the successful school they claim to be or close.

Just so you know we are very happy that this school converted to a private school. It is already a wonderful school. I would say go and see yourself but you can't really do so since you don't live in Alpharetta. You guys are just talking. FSA applied for 35 H1B visa's. In terms of numbers it shows a disproportionate number of teachers coming from Turkey at FSA.
Who assesses the qualifications and deems these people from Turkey are " high quality teachers"? If Turkey was so exceptional in it's academic prowess, why is it still a second rate country in 2012?

High quaility teachers my left foot. Turkey has the lowest educational standards in the world. Fulton Scince Academy as well as the other Gulen charter schools are nit intrested in finding good quaility teachers. For if they were they would not advertise for these in places like craigslist. The school is a front to glve certain Gulenites a green card.

As far as using tzx dollars for noneducational expences laike paying immagrations fees is ILEGAL!! Fulton's sister school in Ohio got into hot water over paying immagration fees. In severasl cases it was even found they had Turks on the payroll who never set foot on the school ground. He was back in Turkey collected a paycheck for doing nothing. The school in Ohiohad to pay back those immigration fees.

HOW DARE YOU? You all have absolutely NO right to be complaining about our amazing school. The fact that you are jealous of MY education is downright sad. I can assure you that I am an American Jew, and I have never, EVER, been forced or even asked to convert to the Muslim religion. My teacher accepted who I was. The language I PROUDLY took was Turkish and I even participated in Turkish Olympiad every Friday and sometimes Saturdays. I also attended Hebrew School every Tuesday and Sunday. So I dont have any tolerance for all of you saying that anyone who supports FSA is Turkish pretending to be American. You have never read the audit and I am sure all three of you don't even live in the Alpharetta area. If you actaully did some REAL research you would find out that FSA has absolutely no money issues and has been completely honest for the last 10 years and will stay honest for the next 10 years. If you don't believe me or who I am, that is completely your fault. Because of people like you, the best three years of my life won't be available for free anymore. Also, please explain why FSAMS is now ranked the #2 middle school in the entire state, yet FCSS dropped 10 SPOTS AS A COUNTY TO 54TH. Is fsa the problem, or is it the county? I bet you can tell who I'm supporting.

Move on. Settle your debt and change the name of your school.

I actually participated in the folk dance category and our team won :)
And I do believe that Turkish Olympiad, Model UN, Tech Fair, Chess Team, Science Olympiad, Math Olympiad, and Odyssey of the Mind are not a part of the "Gulen Movement" and are even national and international competitions.
I have one question for you and I want you to answer this: What do you have against the Turkish Culture? We are like any other school that offers a foreign language. Do you have anything against people that take French or Japanese, what about German? The Turkish language isnt any different and I am in your disgust with your attitude to the country. Go and visit it sometime, it's a very modern country and as absolutely beautiful.

Unfortunately he sits in federal prison singing like a canary and providing the wire transfers, including the money laundered to Fulton Science Academy. Even though one of your brethren forgave the loan....Wells Fargo will not.
FSA is no better than any other school, just because Kenar et al have been able to freely advertise and profess the school to be something that it is not doesn't make it truth. Try focusing on the things I suggested to you if you really want to continue staying in Alpharetta or the USA.

Your schools have all the same curriculum, Turkocentric actions and behaviors, large emphasis on being perceived as "award winning" but majority of awards are contrived, or from Gulen NGO sponsored events: Turkish Olympiad (the same worldwide and a Gulen event) Science Olympiad, CONSEF, I-Sweep, Genius, Math Counts and more. I hear that a member of TUSKON actually prints up the awards, medals and trophies.
Run along before the other 2 schools are audited. Otherwise file a lawsuit like your other schools, because Fulton County BOE is not obligated to answer to you. Because you are simply insignificant.

Hizmet is a sad sad group of individuals. Repressed from an early age to "guard secrets as they guard their chastity" the boys are usually seperated from the girls and they are discouraged from female contact, and encouraged to not marry until they are in their late 40's or 50's because they are to devote their life to increasing the share of power/wealth of Hizmet.
The Gulencis love money, are greedy and want every dime of American tax money so they can swindle it, money launder through their various NGOs (like Grace Institute)

Yet to this day, have persecuted Alevis and Kurds. Currently over 500 Kurdish children under the age of 15 are in Turkish jails, but the Gulencis somehow believe this is correct.

Wow Colleen, you know that us Lighthouse schools we don't fight. We learn love, tolerance and dialogue. If you want to push blame onto others, I will be your fall guy if that makes you happy. You can even blame Wells Fargo for them defaulting and foreclosing on you because YOU didn't pay the money back. Whatever makes you happy. But a little advice here, if you were to assume your own responsibility and accountability for financial mismanagement you might be able to hold your head up in Alpharetta, GA instead of calling names, putting on labels to those that want you to be truthful. Incidently Turkish is not a race my brother it is an ethnicity that is mixed with Central Asian, and other ethnic groups.
